Capacity Building Officer (3)

Reporting to: PIU Project Manager

Duty Station: Ramallah

Duration: Full-time, project duration. A follow-on phase is expected that may continue the position

The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.

Summary of the role:

The Capacity Building Officer is responsible for the implementation of the capacity building plan of The Sustainable Employment Project, funded by the Federal Republic of Germany through KfW developed by Implementing Consultant (IC), in line with KfW regulations and PEF policies.  This especially involves coordination with the implementing partners for the capacity building measures, as well as monitoring and supporting the activities carried out in various Governorates, under supervision and oversight of IC. The capacity building officer will ensure that all activities are well documented.

Key Responsibilities:

Support PEF in the implementation of capacity building plan and programs for beneficiaries of wage subsidy scheme.

Work with the PIU procurement officer and PEF procurement department staff on selecting and contracting qualified trainers to deliver the capacity building measures.

Follow-up closely with the selected implementing partners/trainers on the implementation of capacity building measures.

Lead the field monitoring for the capacity building activities in Governorates, in cooperation with the MEAL Officer and report findings to the PIU project manager and IC.

Review the effectiveness of capacity building measures and adjust following measures where necessary.

Qualifications:

Bachelor's degree in Business Administration, Human Resources, Organizational Psychology, Social Sciences, or a related field.

Minimum of 5 years of practical experience in coordinating, or delivering capacity building, training, or organizational development programs.

Experience working on a donor-funded project is preferred.

Strong organizational and coordination skills, with experience working with multiple partners or trainers.

Experience in monitoring training activities and outcomes.

Professional proficiency in Arabic and English.
