Project Manager
Reports To: PEF Deputy CEO/Director of programs
Location: Ramallah
Duration: Full-time, project duration. A follow-on phase is expected that may continue the position.

Summary of the Role:
The Project Manager is responsible for the day-day coordination, facilitation, and implementation of the Sustainable Employment Project, funded by the Federal Republic of Germany through KfW under the supervisor of PEF Programs department and Implementing Consultant (IC) oversight. This role ensures the effective implementation of all project activities, reporting, and compliance with KfW guidelines and project work plans.
Key Responsibilities:
· Support the PEF in the overall planning, coordination, and execution of project activities under both wage subsidy and capacity development components.
· Monitor and report on adherence to the approved work plan, budget, and timeframes.
· Serve as the primary operational liaison between the PIU, and implementing partners.
· Support PEF and IC in preparation of timely narrative and financial reports in line with KfW requirements.
· Monitor project progress and ensure compliance with agreed-upon objectives, indicators, and outcomes.
· Coordinate the work of field officers, procurement staff, and other project personnel.
· Identify risks and support the implementation of risk mitigation strategies.
· Coordinate with field workers on matching, monitoring attendance timesheets, coaching, field visits ensuring compliance.
· Review and approve all supporting documents of monthly payments to beneficiaries and submit them to the finance officer for processing.
· Ensure gender-sensitive and inclusive approaches are integrated into project implementation at the operational level.
· Organize and lead regular PIU meetings and project review sessions.
· Participate and contribute to the work in the PEF Technical Committee for SEP and other PEF internal working grou.
Qualifications:
A minimum of a Bachelor's degree in Project Management, Development Studies, Economics, Business Administration, or a directly related field. A Master's degree is preferred.
Minimum of 8 years of professional experience in project management. At least 5 years must be specifically within employment, livelihood, or economic development projects.
Minimum of 5 years of documented experience managing projects funded by international donors. Direct experience with KfW, GIZ, or other German/European bilateral agencies is strongly preferred.
Demonstrated experience leading and managing a multidisciplinary team of at least 5 staff.
Proven ability to draft high-quality narrative and financial reports for donor
Professional fluency in English and Arabic.
