The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.
Financial Officer
Reports To: PIU Project Manager and PEF Finance Department
Location: Ramallah
Duration: Full-time, project duration. A follow-on phase is expected that may continue the position

The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.
Summary of the Role:
The Financial Officer will support PEF financial department in managing The Sustainable Employment Project, funded by the Federal Republic of Germany through KfW financial operations in line with KfW and PEF financial procedures, ensuring accuracy, transparency, and timely financial reporting to KfW, under supervision and oversight of Implementing Consultant (IC).
Key Responsibilities:
Maintain accounting records in compliance with KfW and PEF financial regulations.
Monitor budget line items, ensuring efficient allocation of financial resources and adherence to expenditure limits.
Prepare regular financial reports, including financial statements, bank reconciliations, and variance analyses.
Support PEF in disbursement management and ensure timely processing of payments, disbursements, and fund transfers upon IC verification.
Support financial audits and contribute to financial forecasting and planning.
Ensure compliance with financial controls, audit requirements, and anti-fraud policies.
Provide guidance and training to PIU team on financial procedures and financial documentation standards.
Qualifications:
Bachelor's degree in Accounting, Finance, or related field.
Minimum of 5 years of experience in financial management and accounting, with at least 3 years specifically for donor-funded projects.
Proven experience in financial reporting and compliance for international donors. Knowledge of KfW financial reporting standards is a distinct advantage.
Advanced proficiency in accounting software (e.g., Bisan) and MS Excel (pivot tables, advanced formulas).
Professional proficiency in Arabic and English.
