Procurement Officer
Reports To: PIU Project Manager and PEF Procurement Department
Location: Ramallah
Duration: Full-time 1 (one) year, with possibility for extension

Summary of the Role:
The Procurement Officer will support the procurement processes of the Sustainable Employment Project Funded by the Federal Republic of Germany through KfW for goods, services, and consultancies under the supervision of PEF procurement director and Implementing Consultant (IC) oversight, ensuring full compliance with KfW and PEF procurement guidelines and best practices
Key Responsibilities:
Support PEF in regularly updating the SEP Procurement Plan.
Support procurement processes and Prepare Request for Quotations (RFQs), Requests for Proposals (RFPs), bid evaluations, and contract documents.
Maintain accurate procurement documentation, ensure audit compliance and serial procurement using unified templates across all project procurements to streamline processes.
Coordinate with the PIU team and PEF procurement department staff to define specifications and TORs for tenders.
Ensure procurement transparency, competitiveness, and compliance with KfW and PEF rules.
Support in training PIU team and partners staff on procurement procedures.
Report on procurement progress, coordinate and resolve issues with the Project Manager, PEF procurement department and IC.
Ensure Compliance with ESHS standards.
Qualifications:
Bachelor's degree in Business Administration, Procurement, Supply Chain Management, Finance, or a directly related field.
Minimum of 5 years of experience conducting procurement for donor-funded projects. Proven experience with the full procurement cycle (from RFQ/RFP to contract management).
Documented experience applying procurement guidelines of international donors. Experience with KfW, GIZ, or World Bank procedures is preferred.
Proficiency in developing tender documents, conducting bid evaluations, and maintaining procurement records.
Professional proficiency in Arabic and English.
