PEF (Ramallah Office) is seeking a qualified, analytical, and motivated Entrepreneurship Research & Policy Officer to carry out duties and tasks according to the scope of work of this assignment.

 

GENERAL POSITION SUMMARY:

The Entrepreneurship Research & Policy Officer will be responsible for supporting the Entrepreneurship Office in evidence-based policymaking, research, and data analysis related to entrepreneurship and SME development. The position contributes to identifying challenges, opportunities, and trends in the Palestinian entrepreneurial ecosystem and assists in drafting policy briefs, analytical reports, and recommendations that inform PEF’s strategic direction and national initiatives.

ESSENTIAL JOB FUNCTIONS:

§  Conduct research, studies, and analyses on entrepreneurship, startups, and SME development in Palestine.

§  Collect, analyze, and interpret quantitative and qualitative data related to entrepreneurship indicators and trends.

§  Draft policy papers, briefs, and recommendations to support national entrepreneurship strategies and decision-making.

§  Contribute to the preparation of concept notes, project proposals, and reports in coordination with the program team.

§  Support in monitoring and evaluating the impact of entrepreneurship programs implemented by PEF.

§  Coordinate with national and international institutions for data sharing, research collaboration, and policy development.

§  Maintain and update a database of studies, policies, and statistics relevant to entrepreneurship and the labor market.

§  Prepare presentations, reports, and summaries for internal and external meetings.

§  Assist in organizing workshops, consultations, and policy dialogues with partners and stakeholders.

§  Perform any other related duties as assigned by the Director of Entrepreneurship Office.

No. (The Entrepreneurship Research & Policy Officer coordinates closely with the Research and Policy Unit team at the Ministry of Labor when required.)

POSITION REPORTS TO:

Director of Entrepreneurship Office

 

§  REQUIRED QUALIFICATIONS, KNOWLEDGE, AND EXPERIENCE:

§  University degree (Bachelor’s or Master’s) in Entrepreneurship, Business Administration, Marketing, Economics, Public Policy, Development Studies, or a related field. Candidates with a minor in any of these areas are also encouraged to apply.

§  Minimum of 3–5 years of professional experience in research, policy analysis, or program support within development, entrepreneurship, or economic sectors.

§  Experience in conducting data-driven research and producing analytical reports.

§  Strong analytical, writing, and presentation skills.

§  Familiarity with Palestine’s entrepreneurship and labor market context.

§  Proficiency in data collection and analysis tools (e.g., Excel, SPSS, or similar).

§  Excellent command of English and Arabic (written and spoken).

§  Proficiency in Microsoft Office applications.
