Position Title: Project Coordinator

Position Type: Fixed–term Employment (Full – time)
Location: Gaza  
Duration:  8 months with the possibility of extension

General Position Summary

The Palestinian Employment Fund (PEF) is seeking an experienced Project Coordinator with a proven track record in employability and employment interventions, particularly in the private sector, on-the-job training, and coaching. The Project Coordinator will be responsible for overseeing the overall management and implementation of the project, ensuring that outcomes are achieved within the designated timeframe. This includes maintaining high-quality delivery of project activities, ensuring compliance with PEF and donor regulations (procurement, finance, and administration), and producing accurate and timely documentation.

Responsibilities and Duties

  • Ensure effective project implementation by delivering technical, operational, and administrative outputs, while tracking progress through monitoring tools.
  • Collaborate with the project team to collect relevant data and maintain an up-to-date database of project participants for monitoring and reporting.
  • Lead coordination of project activities in the designated area, including training sessions, workshops, and meetings, while ensuring effective stakeholder communication.
  • Strengthen partnerships with implementing partners and key stakeholders, particularly the Ministry of Labor, to achieve project objectives.
  • Draft and manage contractual agreements with implementing partners and beneficiaries.
  • Conduct quality assurance and coordination of inputs from experts, trainers, and coaches to ensure coherence and complementarity of project activities.
  • Liaise regularly with local counterparts, consultants, partners, and experts to ensure timely and quality delivery of outputs.
  • Prepare and submit progress reports, risk updates, and financial/technical reports with proper analysis of results.
  • Document lessons learned and best practices throughout the project lifecycle.
  • Supervise day-to-day project activities, guide project staff and consultants, and conduct field visits to monitor progress.
  • Develop and update detailed project work plans with clear milestones and stakeholder roles.
  • Monitor project timelines, financial resources, and progress to ensure accuracy and accountability.
  • Manage project risks, update the risk log, and propose mitigation measures for review by the Project Board.
  • Ensure adherence to donor financial, procurement, and administrative rules while maintaining project timelines.
  • Provide coordination and support across the project team to ensure collective achievement of objectives.
  • Ensure inclusivity and accessibility for persons with disabilities in all project activities.
  • Prepare and finalize all project documentation in English.

الشروط

Qualifications

§  Bachelor's Degree preferably in the field of Project Management, Business Administration, Social Studies, Development Studies, research or engineering.

§  Demonstrated knowledge of project management aspects.

§  Minimum 5 years of applied experience in coordinating donor-funded interventions, in a managerial position that includes designing, implementing, and overseeing monitoring and evaluation tasks. Working with EU-funded projects is an asset.

§  At least one year of experience working with the private sector is preferable

 

 

Skills 

§   Demonstrated ability to manage self-employment and community development projects (design, donor proposals, implementation, M&E, partnership building), preferably in conflict-affected settings.

§    Solid experience in financial management, including budget planning, monitoring, reporting, and compliance with donor requirements.

§   Strong leadership skills, with the ability to manage teams, resolve conflicts, and handle competing priorities.

§   Excellent communication, representation, networking, negotiation, and administrative skills.

§   Empathy and sensitivity in addressing the needs of project participants.

§    Strong problem-solving skills and adaptability to changing circumstances.

§  Proactive, self-motivated, and capable of working independently and collaboratively.

§   Fluency in Arabic and English (written and spoken).

§   Good knowledge of the socio-economic and political context of the Occupied Palestinian Territories.

§   Proficiency in MS Office and data management tools; familiarity with project planning, visualization, and analysis software.
