Environmental, Social, Health and Safety (ESHS) Officer
Reports To: PIU Project Manager
Location: Ramallah

Summary of the Role:
The ESHS Officer will be responsible for managing environmental, social, health, and safety (ESHS) risks across all activities of The Sustainable Employment Project, funded by the Federal Republic of Germany through KfW. Under the supervision of the project manager and oversight of Implementing Consultant (IC), the officer will ensure that the SEP is implemented in compliance with the IC developed Environmental and Social Management Framework (ESMF) and KfW’s Sustainability Guidelines.
Key Responsibilities:
Support the implementation of SEP’s Environmental and Social Management Framework (ESMF).
Conduct screening of employers for environmental and social compliance, ensuring adherence to KfW and national regulations.
Ensuring compliance with environmental and social standards.
Support employers in preparing Environmental and Social Management Plans (ESMPs) when required.
Monitor and report on adherence to labor standards, occupational health and safety (OHS) measures.
Conduct training for PIU team and PEF staff, employers, and beneficiaries on ESHS standards.
Monitor implementation of mitigation measures and prepare periodic ESHS compliance reports.
Manage the Grievance Redress Mechanism (GRM) and ensure timely resolution of complaints.
Cooperate with relevant national authorities such as the Environment Quality Authority and Ministry of Labor and report to PEF and IC.
Qualifications:
Bachelor's degree in Environmental Science, Social Development, Occupational Health and Safety, or a related field.
Minimum of 7 years of direct, practical experience in managing ESHS risks and safeguards for development projects or in the private sector.
Proven, in-depth knowledge and application of World Bank Environmental and Social Standards (ESS) or KfW Sustainability Guidelines. Specific experience with ESS1, ESS2, ESS4, and ESS10 is required.
Experience conducting ESHS screenings and managing Grievance Redress Mechanisms (GRMs).
Professional fluency in English and Arabic.
