Position Title: Project Coordinator – Community Component

Project: Inclusive Transitional Community Neighborhood Initiative

Duty Station: Gaza Strip

Duration: Full time job, 6 Months

 

1. Background

The Inclusive Transitional Community Neighborhood initiative aims to provide transitional housing solutions that promote stability, dignity, and community resilience for displaced families affected by the Gaza crisis. Beyond the physical shelter component, the project prioritizes community engagement, social cohesion, and participatory decision-making to ensure sustainability and inclusivity.

The IP/Project Coordinator – Community Component will play a key role in ensuring that communities are meaningfully involved throughout the planning, implementation, and monitoring phases of the project, while maintaining transparent communication between stakeholders, beneficiaries, and partners.

2. Purpose of the Position

The Project Coordinator (Community Component) will coordinate all community-related activities under the project, ensuring that engagement mechanisms are inclusive, gender-sensitive, and aligned with PSEA and protection principles. The Coordinator will also oversee reporting, monitoring, and follow-up activities to ensure implementation and quality assurance and that community interventions are effectively implemented and documented.

3. Duties and Responsibilities

Under the direct supervision of the IP Management and in close coordination with UNDP, the Project Coordinator will:

A. Community Mobilization and Engagement

  • Lead the implementation of community engagement plans within the transitional neighborhoods.
  • Facilitate participatory meetings, focus groups, and consultations with affected communities to ensure their voices inform project design and decision-making.
  • Promote inclusive participation, ensuring representation of women, youth, persons with disabilities, and vulnerable groups.
  • Support the establishment and capacity building of community committees or focal groups.
  • Ensure all community activities align with UNDP’s PSEA, gender equality, and social cohesion standards.

 

B. Monitoring, Evaluation, and Reporting

  • Collect and verify field data related to community engagement activities, ensuring timely and accurate reporting.
  • Prepare comprehensive reports in English (monthly, quarterly, and final) summarizing progress, achievements, challenges, and lessons learned.
  • Contribute to monitoring plans and assist in preparing monthly, quarterly, and final narrative reports using UNDP and partner templates.
  • Develop success stories, case studies, and field updates reflecting community perspectives and project achievements.
  • Ensure documentation of lessons learned, feedback, and challenges, supporting adaptive management.

D. Administrative and Technical Support

  • Maintain well-organized records, attendance sheets, and databases of community activities and participants.
  • Prepare meeting minutes, progress summaries, and follow-up action plans.
  • Support procurement, logistical, and coordination arrangements for field activities when required.

Financial Follow-up and Administrative Support

  • Coordinate with the finance and admin teams to monitor activity budgets, ensuring expenditures are aligned with approved plans and financial regulations.
  • Prepare and submit supporting documentation related to community activity expenses, ensuring compliance with partner and UNDP procedures.
  • Track expenditures at the activity level and provide financial updates in coordination with the project manager.
  • Maintain organized records, databases, and documentation related to both programmatic and financial aspects of community work.
  • Support logistical and administrative arrangements for field visits, events, and community meetings.

4. Competencies and Required Skills

Technical Competencies:

  • Community Engagement: Demonstrated experience in community mobilization, participatory planning, and facilitating inclusive discussions.
  • Monitoring & Evaluation: Ability to design and use tools for data collection, beneficiary tracking, and activity monitoring.
  • Reporting: Strong writing skills with proven experience in preparing structured reports, summaries, and visual presentations.
  • Digital Literacy: Excellent command of Microsoft Excel (data management, tracking, basic analysis), Word (documentation, reporting), and PowerPoint (presentations).
  • Communication: Excellent verbal and written communication skills in Arabic and English; ability to convey complex messages clearly and diplomatically.
  • Coordination: Strong organizational and interpersonal skills, with experience working in multi-stakeholder humanitarian or development contexts.

Behavioral Competencies:

  • Commitment to integrity, accountability, and ethical principles including PSEA and Do No Harm.
  • Sensitivity to cultural and gender dynamics within the Gaza context.
  • Team-oriented, proactive, and able to manage multiple priorities under pressure.

5. Qualifications and Experience

  • Bachelor’s degree in Social Sciences, Community Development, Project Management, or a related field (Master’s degree preferred).
  • Minimum of 3–5 years of experience in community-based projects, preferably within humanitarian or development settings.
  • Proven experience in reporting, monitoring, and coordination with international agencies or NGOs.
  • Previous experience working on shelter, livelihoods, or social cohesion projects is an asset.
