Employment Field Officer
Reports To: PIU Project Manager
Duty Station: Field-based (with regular reporting to Ramallah)
Duration: Full-time, project duration. A follow-on phase is expected that may continue the position

The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.
Summary of the role:
The Employment Field Officer will support implementing The Sustainable Employment Project, funded by the Federal Republic of Germany through KfW, field-level activities related to beneficiary identification, job matching, and employer compliance under the SEP wage subsidy and capacity development components. The officer will ensure quality service delivery to job seekers and adherence to KfW compliance criteria. S/he will support and facilitate employment-related activities in the field, including job seeker identification, employer vetting, and gather data for compliance verification, contributing to the overall objectives of sustainable job creation and employability enhancement.
Key Responsibilities:
Conduct outreach to identify, screen, and register eligible job seekers.
Support applicants through the application and onboarding process.
Provide guidance on employment expectations and conduct placement follow-up.
Identify and engage employers and training providers interested in wage subsidy or capacity-building partnerships.
Collect data on partner organizations to ensure KfW compliance and eligibility criteria.
Support the PIU project manager in reviewing the documents submitted by beneficiaries and employers on monthly basis before processing payments.
Document employer and partner profiles in a standardized format.
Monitor job placements and collect data on employment retention.
Submit regular reports, case studies, and success stories to the Project Manager.
Flag potential issues of non-compliance and propose solutions.
Qualifications:
Bachelor's degree in Social Sciences, Business Administration, Human Resources, or a related field.
Minimum of 4 years of experience in community outreach, employment services, youth programming, or direct engagement with the local labor market.
Excellent communication, negotiation, and interpersonal skills, with proven ability to engage with both job seekers and employers.
Professional proficiency in Arabic and English.
