Position Title: Capacity Building Officer

Reporting to: PIU Project Manager

Duty Station: Ramallah

Duration: Full-time, project duration

The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.

 Summary of the role:

The Capacity Building Officer is responsible for supporting the capacity building in line with KfW regulations and PEF policies. The role ensures the capacity building process is professional, efficient, and well-documented. S/He will be developing capacity building programs and monitoring capacity building activities at the Governorates, implemented by assigned trainers in each Governorate. The CBO will work closely with the other PIU officers to ensure regular communication on capacity building needs emerging from their activities.

Key Responsibilities:

Design of capacity building plan and programs for beneficiaries of wage subsidy scheme.

Select qualified trainers to deliver the capacity building plan.

Monitoring the capacity building activities at Governorates, in cooperation with the MEAL Officer.

Qualifications:

Bachelor’s degree in Business Administration or related field.

Minimum 3 years of experience in capacity building and programmes/projects management.

Strong attention to detail and organizational skills.
