Position Title: MEAL OFFICER

The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.

Summary of the role:

The MEAL Officer will lead the design, implementation, and coordination of all monitoring, evaluation, accountability, and learning efforts across the project lifecycle to ensure that the project is effectively monitored, evaluated, and adapted based on evidence, and that data is used to improve performance and accountability.

Key Responsibilities:

Develop and operationalize the project’s MEAL framework.

Support PIU and field teams in data collection, analysis, and reporting.

Ensure regular monitoring of key performance indicators and outputs.

Lead outcome evaluations and beneficiary feedback mechanisms.

Compile lessons learned and support knowledge management efforts.

Overseeing the transformation of the PIU into a sustainable PEF-aligned PMU, ensuring operational continuity and long-term effectiveness

Support the development of PEF MEL frameworks and lead capacity-building initiatives for MEL personnel, ensuring MEAL insights inform strategic planning and decision-making.

Qualifications:

Bachelor’s degree in M&E, Development Studies, or Statistics.

4+ years of experience in MEAL roles, ideally with employment/livelihood projects.

Strong knowledge of evaluation methodologies and digital data tools.

Excellent analysis and reporting skills.
