Position Title: Employment Field Officer

Reports To: Project Manager
Duty Station: Field-based (with regular reporting to Ramallah)
Duration: Full-time, project duration

The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.

Summary of the role:

The Employment Field Officer will be responsible for implementing field-level activities related to beneficiary identification, job matching, and employer compliance under the wage subsidy and capacity development components of the Sustainable Employment Project. The officer will ensure quality service delivery to job seekers and adherence to KfW compliance criteria. S/he will support and facilitate employment-related activities in the field, including job seeker identification, employer vetting, and compliance verification, contributing to the overall objectives of sustainable job creation and employability enhancement.

Key Responsibilities:

Beneficiary Identification and Support

• Conduct outreach to identify, screen, and register eligible job seekers.
• Support applicants through the application and onboarding process.
• Provide guidance on employment expectations and placement follow-up.

Employer Engagement and Compliance

• Identify and engage employers and training providers interested in wage subsidy or capacity-building partnerships.
• Conduct field assessments to ensure partner organizations meet KfW compliance and eligibility criteria.
• Document employer and partner profiles in a standardized format.

Monitoring and Reporting

• Monitor job placements and collect data on employment retention.
• Submit regular reports, case studies, and success stories to the Project Manager and MEAL Officer.
• Flag potential issues of non-compliance and propose solutions.

Qualifications:

• Bachelor’s degree in Social Sciences, or related field.
• At least 3 years of experience in community-based employment or youth programming.
• Familiarity with local labor market and employer ecosystems.
• Strong communication, negotiation, and interpersonal skills.
• Proficiency in Arabic and working knowledge of English.
