The Palestinian Employment Fund (PEF) is a national institution was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and financial authority to contribute to economic growth by activating and motivating labor market policies, as well as implementing programs and projects aimed at creating and generating sustained job opportunities.
About PEF
The Palestinian Employment Fund (PEF) is a national institution established by Presidential Decree No. (9) of 2003, mandated to support economic growth and job creation through the implementation of employment and enterprise development programs.
PEF seeks a qualified and motivated candidate for the position of Grant and Financing Officer.
Key Responsibilities
A. Grant Management (Primary Focus)
Manage the grant cycle, including application intake, eligibility screening, and preliminary review.
Coordinate technical and financial evaluation processes and prepare grant recommendations.
Draft and follow up on grant agreements with beneficiaries and partners (Arabic and English).
Monitor grant implementation, milestones, and deliverables in line with approved work plans.
Review narrative and financial reports submitted by grant beneficiaries.
Coordinate grant disbursements in accordance with approved schedules and performance conditions.
Conduct monitoring field visits when required and prepare follow-up reports.
Maintain organized grant records and documentation in line with donor and institutional requirements.
Support donor and management reporting related to grants.
B. Financing Support (Secondary Role)
Review financing applications for compliance with approved terms and conditions.
Support monitoring of financing portfolios and follow up with partner financial institutions.
Assist in preparing financing-related reports and documentation.
Qualifications and Experience
Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
Minimum 2 years of experience in grants management, development projects, financial institutions, or related fields.
Good understanding of grant management processes and donor-funded programs.
Strong analytical, reporting, and organizational skills.
Excellent command of written and spoken English.
Proficiency in MS Office applications.
