Position Title: Project Manager.

Duration: 8 months with the possibility of extension.
Starting date: As soon as possible.

Report to: Program & Projects Department.

Location: West Bank – Gaza

Job Summary:

PEF is seeking an experienced Project Manager to oversee the project's operations and management. The project is funded and implemented by the Foundation and aims to achieve specific results within a defined timeframe. The Project Manager will be responsible for overseeing project activities, ensuring the quality of work, the accuracy of all project documentation, and the preparation of reports, monitoring, and impact-based evaluation. They will also ensure the project's compliance with PEF standards, including procurement, financing, and management.

:Generic Responsibilities

 

• Adherence to Project Support Fund (PEF) policies, guidelines, and procedures.

• Adherence to the funder's program policies, guidelines, and procedures.

• Leading project launch and implementation, including procedures, guidelines, and tools.

• Advising management on staffing, resources, and budget.

• Contributing to institutional learning by supporting specific analyses, lessons learned, and reports.

• Participating in ensuring that cross-cutting issues are implemented and reflected in the project, with a particular focus on protection mainstreaming, gender equality, governance, child protection, green work, and digitalization.

Skills and Competencies Requirements

• Demonstrated ability and experience in managing employment, private sector, and internship projects, as well as overseeing community development initiatives — including project design, donor proposal preparation, monitoring, reporting, evaluation, and partnership building — particularly in regions affected by high levels of ongoing conflict.
• Demonstrated experience in financial management, especially of project budgets, including planning, monitoring, currency exchange, acquittals, and reporting.
• Knowledge of monitoring and evaluation.
• Creativity and innovation in designing and managing new projects.
• Leadership abilities and experience in working successfully in a team environment, including the ability to handle conflicting urgent priorities, and difficulties in working relationships with partner organizations.
• Excellent communication, representation, networking, administration and negotiating skills.
• Language proficiency (in speaking, reading, and writing) in both English and Arabic.
• Demonstrated knowledge, awareness and understanding of issues relating to the current context of the Occupied Palestinian Territories.
• Proficiency in WinWord, Excel and MS Project.

Qualifications

• Bachelor’s degree in engineering, business administration, public administration, or relevant fields.
• Minimum 5 years’ experience in working with international development projects, especially in employment projects.
• Significant understanding of the private sector
