Position Title Finance officer. (project coordinator- START-UP Palestine Program)
Position Type: full Time
Location: Ramallah
Duration: 12 months.
The Palestinian Employment Fund (PEF) is the national umbrella for employment and the executive arm of the national employment policies and the Ministry of Labor policies in the field of employment. We seek to provide sustainable work opportunities for youth graduates, women, marginalized groups, persons with disabilities, and unemployed persons. We do so by either providing job opportunities or supporting self-employment and entrepreneurial projects through providing financial portfolios and technical services including business advisory services
PEF was established by Presidential Decree No. (9) of 2003, as a national institution with legal personality and independent financial authority. PEF’s Board of Directors is distinguished by its representation to all components of the labour market, including government, workers, employers, and the civil society
PEF's strategic objective is to fight poverty and unemployment by creating job opportunities for the unemployed and supporting small and entrepreneurship projects. It provides specialized assistance aiming to empower small and entrepreneurial projects
The beneficiaries are individuals, families, vulnerable, poor, and low-income groups, and those who are unemployed and unproductive, especially marginalized and sensitive sectors of women and persons with disabilities. To do so, PEF develops plans and emergency interventions for crises resulting from political, economic, and health situations
(finance Officer)
Main Duties:
1. Insert accounting transactions into the BISAN accounting system and - ensure completeness and accuracy of financial information.
2. Maintains and balances subsidiary accounts by verifying, allocating, posting, reconciling transactions, and resolving discrepancies.
3. Prepares and records asset, liability, revenue, and expenses entries by compiling and analyzing account information.
4. Review the accounting transactions entered in the accounting software and all relevant supporting documents.
5. Ensure full support documentation for all transactions and in compliance with the PEF and donor's policies and procedures.
6. Producing accurate financial reports to donors in accordance with the PEF and donors’ policies and regulations.
7. Prepare payroll sheet and related tax deductions, monthly bank reconciliations, Prepare and manage all monthly, quarterly, and annual financial reports.
8. Maintains general ledger by transferring subsidiary accounts; preparing a trial balance; reconciling entries.
9. Ensure timely follow-up with the project auditors and provide them with all necessary audit documentation.
10. Review the credit applications received from beneficiaries, check the compliance with the projects terms and conditions and provide initial recommendations.
11. Review all periodic financial reports submitted by partners’ financial institutions to verify compliance with the standards and conditions set out in the agreements.
12. Prepare the monthly and quarterly portfolio analysis reports about all programs in Arabic and English
13. Monitors the Credit portfolio and follows up with partners to ensure adherence to lending agreements.
14. Follow-up the collection of installments of the granted loans and follow up the installments arrears and defaults and submit the necessary reports.
15. Follow up the portfolio quality and profitability, and contribute to the development of lending and operational processes, polices and reporting
16. Keep records and files that related to the department operations
17. Assist in the development of new financial products.
18. Monitoring the financial performance of all financial products in accordance with the instructions and procedures adopted and submitting the necessary financial reports to the department manager.
19. Assist in drafting agreements with partner’s institutions. (Arabic and English)
Qualification, Knowledge and Experience:
- Bachelor degree in finance, accounting or any related field.
- At least 3 years’ experience in accounting.
- Good knowledge of the financial topics such as feasibility studies, financial plans, entrepreneurship.
- Preferably those who have experience in managing financing for lending projects and projects funded by the European Union, and knowledge of managing public (government) financial accounts.
- Excellent command of written and spoken English language.
- Excellent analytical skills.
- Excellent Computer literacy (MS Word, Excel, PowerPoint, and internet.
